February 16 - Reports have been circulating in the South African media
recently regarding the increasing appearance of illegal or unregulated 'unlimited'
casino gambling machines throughout South Africa.
Even though gambling is legal and highly regulated in South Africa, unscrupulous
operators are using games that appear to be legal to masquerade as unlicensed 'unlimited' games
you would expect to find in casinos.
Unlimited games offer bigger payouts or progressive jackpots as opposed to
controlled or limited pay out machines. The fear is that the 'unlimited' games threaten to
damage the regulated 'limited' game industry in South Africa.
The reason is not hard to fathom, as most gamblers obviously prefer to play
games that offer the highest payouts or ever-increasing progressive jackpots.
Elias Mphande, chairman of the Limited Payout Machine Association SA recently
told a national council select committee that the illegal gaming terminals
were often disguised as ordinary looking bingo games.
These games are unregulated by SA gambling laws and fall
outside the SA government's policy framework for the gambling industry. Mphande
called for a moratorium on the issuing of bingo licenses until the law had been
changed to regulate them.
Currently, the government is conducting an extensive feasibility study on
whether to legalise and thus regulate online gambling in South Africa. It will
also look at online gambling models employed by other countries before making a
final decision.
