September 3 - After the National Gambling Amendment Bill was tabled in Cape Town
last month, it was met with criticism from many quarters, not least from The
Casino Association of South Africa (CASA).
When CASA chairperson, Jabu Mabuza, recently addressed the National Assembly's
trade and industry committee regarding the draft National Gambling Amendment
Bill, he confirmed that while CASA supports in principle the legalisation and
regulation of online gambling in SA, a redraft was needed.
Mabuza commented that the draft bill was inadequate in many ways, and should go
back to drawing board while additional research, redrafting and even gambling
'stakeholder consultation' is undertaken to ensure all advantages outweigh the
disadvantages of legalisation.
Said Mabuza, 'It is our opinion that the draft National Gambling Amendment Bill
ought to be amended to ensure that online gambling operators be obliged to pay
the same levels of tax applicable to other gambling sectors in South Africa to
ensure fairness and consistency.'
The chairperson also stressed that online gambling operators should also be
subject to the same stringent criteria - including the regulation,
taxation, promotion of responsible gambling, probity, financial stability, job
creation, and methods to prevent problem and underage gambling - applicable to
SA land casinos.
Currently South Africa has a reputation for having some of the best-formulated
and as well as effective land casino legislation in the world, and CASA is keen
that online casinos and other online gambling operations share the same fair and
high standards of government legislation.
